Same-day registration could easily pass the Democratically controlled Legislature. But Reid's position on photo ID could kill a Miller bill already on life support. The majority leader previously had been noncommittal on Miller's bill. Reid is expected to call it a harmful trend and urge legislators not to fix what is not broken.
