UPDATE NO. 2 -- It's even worse than I thought. As soon as Henderson learned it was part of the NLV amendment last week -- that is, Henderson would have benefited, too -- City Manager Jake Snow sent a "we had nothing to do with this!" email to the speaker. I have obtained their exchange:

So a cadre of legislative leaders met Sunday in Carson City with troubled Assemblyman Steven Brooks, and he subsequently agreed to an indefinite leave of absence.
I'm told Brooks emphasized he has a passel of medical problems -- as opposed to psychological -- that he needs some time to heal, using that as the reason for his leave.
